  • Media Invite: Thousands gather for feedback on restoration of ubukhosi of Dube clan

    KZN MEC for Cooperative Governance and Traditional Affairs (Cogta) Nomusa Dube-Ncube will tomorrow be convening a historic imbizo with the Dube clan in the King Cetshwayo district municipality where she will give feedback on the restoration of ubukhosi for this clan.

    This historic gathering is part of efforts by the provincial government to restore the dignity of the revered institution of traditional leadership in KZN. “Our history is littered with many injustices and as a government we are doing all that we can to address the injustices of the past,” said Dube-Ncube.

    Members of the media are invited to attend and report on this event.

  • World Water Day Summit Speech by MEC Dube-Ncube on day 2

    Note to Editors: the following remarks were delivered by the MEC for the Department of Cooperative Goverance and Traditional Affairs in the Province of KwaZulu-Natal at the World Water Day Summit held at the Durban ICC, This event was attended by the Minister for Water and Sanitation Nomvula Mokonyane and various officials from the United Nations

    It is with great humility that I have the opportunity to address you at this very important occasion, as we enter the second day of our World Water Day celebrations, which included the Global Launch yesterday by His Excellency President Jacob Zuma, of the UN World Water Development Report 2017 whose theme is “Wastewater: The Untapped Resource”.

    Hosting this global water dialogue in South Africa pertinent for a number of reasons including among others, South Africa’s celebration of Human Rights month, where we reflect on the progress we are making in realizing the rights of all our citizens including the right to water and sanitation as enshrined in Chapter 2 of the bill of rights in the South African constitution.

    Furthermore, we all recall, the United Nations General Assembly in 2010 passed a resolution recognizing the human right to water and sanitation and acknowledged that clean drinking water and sanitation are essential to the realization of all human rights.  Therefore, this gathering is in line with efforts to deliver on Sustainable Development Goal number 6  target on improving and halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally.

    Programme Director, we believe that there is value in tapping on wastewater as this can result in widening the water mix in the midst of dwindling fresh water in a water scarce country like South Africa.  Increasing water mix is nolonger an option but a socio economic imperative that can transform economies of the developing world and reposition the waterwaste industry to play a pivotal role increasing the much needed jobs.

    The summit underscores the importance of cooperation among all key stakeholders when it comes to issues such as scarcity of water, climate change and, most crucially in the context of this summit, the reuse of waste water.  The summit is an example of our smooth running intergovernmental relations. As co-organisers, we at KZN Department of Cooperative Governance and Traditional Affairs have worked closely with the national Department of Water and Sanitation to make this summit a great success. The multitude of speakers and the scope of their contributions testify to this.

    Programme Director, Pursuit of a sustained supply of potable water to every citizen of our Province, at optimal efficiency and with maximum cost benefit, is a collective effort between all the role-players in the water and sanitation sector.

    Large parts of our country, and KwaZulu-Natal in particular, remain in the grips of the most severe drought. The costs, in social and economic terms, have still to be counted.  This challenge brought the necessity of harnessing all available resources and the need for innovation into sharp and immediate focus.

    We are indeed blessed, in KwaZulu-Natal, with brilliant minds, unwavering passion and, in particular, excellent relationships between a range of contributors in the water sector. Our three spheres of government primarily the Department of Water and Sanitation, our Provincial Government, Municipalities, Traditional Leaders,  our Water Boards and our Water Service Authorities have been working closely together for many years. The bonds and co-operation have strengthened all stakeholders pulled together to manage and contain the ravages of water shortages.

    In place, we have formal institutional structures, like the Premiers’ Co-ordinating Forum, our Provincial Water and Energy Forum, our Action Working Group 14, which deals with water services and energy, regular engagements with municipalities which are Water Services Authorities and our various district IGR for a have seen us successfully implementing a number of programmes, utilizing both conventional and more innovative methodologies, to secure water provision when the resource have been so very scarce.

    As the provincial government, we have worked tirelessly to channel targeted funding from the national government to the most drought affected municipalities. Intergovernmental relations have also been key to the success of our multi-pronged approach to drought relief which has included both short- and long-term measures as well as large-scale efforts to boost our future water supplies through borehole drilling, desalination plants, mobile package treatment plants, water tankers and bulk water storage facilities.

    We have similarly worked with our municipalities in running targeted awareness campaigns to educate our public about the impact of the current drought and water conservation approaches. I am pleased to report that these campaigns have created a mutual understanding and general acceptance of the need to save water through water restrictions imposed by individual municipalities. During the site tour visits tomorrow you will get to see some of the projects that we are jointly implementing and are practical examples of a partnership at work between our various spheres of government and water services authorities.

    It is pertinent to note that women and children are often the most vulnerable when we fail in the area of water security and improved sanitation.  There is a greater need to increase  our efforts in improving water security and sanitation, and this will in turn improve the right and  health of our women and our children – “”Our young generation to come  .

    We have as a country set for ourselves targets for ensuring universal access to water and dignified sanitation and we are making huge strides.

    This World Water Day Summit will likely reveal that effective and efficient policies and sustainable solutions for our increasing difficulty of providing enough water to meet our society’s needs will involve cooperation, innovation and common understanding of the challenges at hand. As a country we constantly remind ourselves that whilst each sphere of government has discrete responsibilities, we share one common vision. In our system of cooperative governance there are inter-linkages between policy making and resource allocation where cooperation gets tested to its limits. Our constitution makes certain functions concurrent – education, health, welfare, housing etc – to name a few.  We have learnt many valuable lessons in implementing our intergovernmental relations approach. The story of the practice of co-operative governance in South Africa will still be told but we remain humble about the unfinished business.

    As we renew our collective commitments for water security and sanitation, we must understand that working together will remain our winning formula. Drawing implementation of the Millennium Development Goals articulated in the year 2000, Africa cannot allow a time lag before Member States, intergovernmental agencies and regional mechanisms, experts, and civil society business and citizen get into action regarding the implementation of the SDG goals.

    I would like to encourage all of us to hold hands and ensure that we place water security and sanitation at the heart of all our actions.  Let us also commit to work with our partners and different institutions to strengthen the institutionalization of a harmonised monitoring and reporting system to report on actions taken to implement these commitments.

    In conclusion, I applaud the AMCOW, UN Agencies, our various agencies in South Africa for working in collaboration in organizing this summit.

    I thank Honourable Ministers for making arrangements to come to our Beautiful Rainbow Nation and especially for choosing this province and beautiful city of Durban for such a significant occasion. A special word of gratitude goes to our Minister Ms Nomvula Mokonyane, “the woman of action” with a midas touch,  she has led us on responding to the many water related questions with outstanding distinction and under her leadership we are moving closer and closer to turning what was considered a far-fetched dream to be a reality and that is reaching universal access to water and sanitation by various municipalities in South Africa.

    We will be looking forward to your contributions as we work together and place our focus on supporting the achievement of Africa’s aspiration outlined in the Africa Water Vision 2025, Agenda 2063 and to attain water security and sanitation in the Continent of Africa.

  • Reports of two casualties of torrential rains in ugu

    KZN Cogta’s disaster management teams have reported that as a result of the persistent rains that have occurred in the province over the past few days, a mother and a child drowned last night while crossing uMthamvuna River at Kwajali in the Ugu district.

    “Our prayers are with the family and the community of the two victims and we would like to assure the public that our disaster management teams treat such tragedies humanely and with the utmost compassion,” said KZN MEC for Cogta Nomusa Dube-Ncube.

    KZN Cogta has also reported that EMRS and SAPS’ Search and Rescue unit together with uMuziwabantu disaster management officials are currently at the scene of the reported drowning in Ugu in search for the missing bodies of the deceased mother and child.

    “We would like to take this opportunity to reiterate our appeal to the public to take our weather warnings seriously and to cooperate with the authorities when disasters strike and our teams are deployed to provide emergency relief and assistance on the ground,” said Dube-Ncube.

  • Multi-million rand facility brings government services closer

    The lives of Sizakele Mkhize (32) and her fellow neighbours in the rural village of Mombeni in the Mlalazi District will never be the same again. This after the KwaZulu-Natal department of Cooperative Governance and Traditional Affairs Nomusa Dube-Ncube officially opened the R7 Million Community Service Centre which has brought government services closer to this rural community.

    The experience of Ms Mkhize and others in her community has been one of constantly travelling to the town of Eshowe which is 40KM away at a cost of R60 a return trip, in order to have access to government services like Home Affairs, SASSA and Dept of Labour.

    When launching this much needed facility, Dube-Ncube emphasised governments’ commitment to unceasingly bring government services where people live.

    “This facility is belongs to the community. We expect the communities to ensure that this facility is protected at all times as this infrastructure is for the public benefit and will go a long way to usher in a better life to communities that were neglected in the past. Our aim is to ensure that not even a single citizen of this province travels long distance in order to access government service. This centre is not the first one we have built many more in our province and we are proud of the strides that we have made to better the lives of our people with these community centres” said Dube-Ncube.

    Dube-Ncube appealed to those who are still enduring travelling long distances to access government service to be patient as government is working very hard to fullfill its promises.

Lokhu kukhomba ngokusobala ukuthi nalapha kungekudala sobe sibheke ku 100%.  Lokhu sikuthatha njengomsebenzi omkhulu esiwenzile uma ubheka lapho siphuma khona siyisiFundazwe nokungahlukene nokuthi loHulumeni kwafanele ukuthi uqale phansi kwa A. Ngakho socela emphakathini ukuthi usibekezelele, asinikhohliwe neze-neze.

    Mphathi wohlelo uhulumeni wethu usebenza kanzima ukuthi abantu bakithi bakwazi ukuziphilisa ngokuthi uqhamuke nezinhlelo eziningi zokuxosha indlala. Phakathi kwezinye u hlelo olwengamelwe umnyango wami I Commmunity Works Programe(CWP) okumanje esiFundazweni, selwakhe amathuba omsebenzi evile ku 50 000.  Ngikhuluma nje nale wardi ingezinye zezindawo ezihlomulile kuloluhlelo njengoba belinganiselwa ku 48 abantu bakithi asebekwazi ukuthi baxoshe ikati eziko ngaphansi kwaloluhlelo.  Yebo siyazi ukuthi baningi abantu bakithi abangasebenzi ingakho senza konke okusemandleni ukuthi wonke umuntu uyalithola ithuba ikakhulukazi labo okubonakalayo ukuthi ngampela isimo asisihle. Ngakho siyacela ukuthi lemisebenzi siyihloniphe, ngemali esiyitholayo, asizame ukuthi siqhamuke namasu azokwazi ukusiphilisa isikhathi eside. Angishoke ukuthi senza konke okusemandleni ukuthi loluhlelo silukhulise kuhlomule abantu abaningi. Sikwenza lokhu nakuba uHulumeni wethu engaphansi kwengcindezi enkulu yokungabibikho kwezimali.

    Namhlanje-ke usuku olubaluluke kakhulu esiFundazweni sethu njengoba silapha siphelezela Ongangentaba-zakhe sizogubha ukubuya kwama Krwala osuthwini. Okukhulu kakhulu ukuthi zonke lezinsizwa ezisencane zibuye ziphila njengoba sazi ukuthi kwezinye izindawo lesi kuba isikhathi sokulila omama bekhala bekhalela amadodana abo aselele ubuthongo baphakade.

    Ukubuya kwabo bephila bekungeke kwenzeke Bayede ukube bekungasibona ubuhlakani nobuholi   bakho obulokhu  busikhanyisela njalo ikakhulukazi ezintweni ezithinta imvelaphi yethu abanye bethu abanolwazi olufishane kuzo. Sithi-ke uqhubeke njalo Bayede usihole ungakhathali, simbonge futhi nonkulunkulu ngokuthi ulokhu eqhubekile njalo nokukupha  impilo ngoba yena uyazi ukuthi usemningi umsebenzi okusafanele uwenze esizweni sakho.

    Sokhumbula sonke ukuthi ukuvuselelwa kwesiko lokusokwa kwethulwe ngokusemthethweni ngonyaka ka 2014 kwephezulu. Lapha uhulumeni wethu wawulandela umyalelo weMbube wokuthi libuye lelisiko esizweni samaZulu noma esifundazweni.

    Isilo sagcizelela kakhulu ukuthi uma lelisiko livuselelwa, phakathi kokunye kofanele kube neqhaza elikhulu elibanjwa uMnyango wethu Wezempilo oholwa uDinangwe. Sizokhumbula futhi ukuthi Isilo besingeneme neze ngezigameko lakhona abanye baba ntwana bethu bengabuyi bephila ekwalukeni. INgonyama yakubeka ngokusobala ukuthi zonke izinhlaka emphakathini kufanele zisebenze ngokubambisana ukugwema lesihlava. Lokhu kumbandakanya nezakhiwo ezikhona emphakathini ezibhekele amasiko ukuqinisekisa ukuthi onke amakhwara eSilo abuya esadla anhlamvana futhi ephilile.

    Unomthebe wethu wabe usuyalela ukuthi lomcimbi akube umcimbi waminyaka yonke. Nembala njengohulumeni olalelayo salisabela ikhwela Longangezwe-lakhe ngoba phela INgonyama yase ikhulumile futhi-ke akekho namunye ongenza okuphambane nezwi Lezul- eliphezulu. Ingakho-ke silapha namuhla siphume ngothi lwethu ukuzoguba lolusuku.

    Phakathi kwethu-ke ngiyazi kukhona abazali nabo abazogubha nathi. Siyazi ikakhulukazi omama bebelala bengalele becabanga amadodana abo asohlelweni lokhishwa ebafaneni  angene ebudodeni. Yiwo lamadoda okuzothi emva kwalokhu akwazi ukubheka imindeni yawo ebese futhi ekwazi nokuthi afake isandla ekwakhiweni kwesizwe.

    Lokhu ngikusho ngoba khathi abantwana belapha entabeni bafundiswa okuningi kakhulu abangeke bakufunda esikoleni. Bafundiswa phakathi kokunye ukuthi indoda yini, kulindelekeni kuyo kanti futhi kufanele iziphathe kanjani.  Bayafundiswa futhi ukuthi abantu besifazane nezingane kufanele zivikelwe yibo akungabi ibona abazihlukumezayo. Lemfundiso ibalululekile kakhulu ngoba siyabona ukuthi kumanje izwe lethu libhekene nenkulu inkinga yokuhlukumezwa kwezingane ngokunjalo nabesifazane emiphakathini yethu. Bahlukumezwa ubani njalo? Yibo belu abesilisa abathandana nabo, ababaganile kwezinye izikhathi ababazalayo noma abazalwa nabo.

    Ingakho-ke njalo ngihlale ngikuthakasela kakhulu ukuba khona kweSilo phakathi kwethu ngoba sona ezikhathini ezininigi, sihlale siphambili kwethu ngokucabanga. Sisifundisile ukuthi akusizo kuphela izinto zasentshonalanga ezizoxazulula izinkinga zethu, kodwa kofanele sibuyele amasikweni ethu naba namagalelo amakhulu ukwakha isizwe.

    Phambilini kuyiqiniso elingephikwe ukuthi zazingadlangile kangaka izigameko zokuhlumezwa kwezingane nabesifazane.     Ngibonge futhi nakubazali ngokusethemba kwabo ngibangxenxe ukuthi baqaphele ngazozonke izikhathi ukuthi izingane azisiwa ezikoleni zokusoka ezingekho emthethweni noma ezingagunyaziwe uhulumeni. Ngikusho lokhu ngoba ezigamekweni eziningi zokudlula emhlabeni kwezingane zethu osuthwini, nokulahlekelwa ubudoda bazo, kuyatholakala ukuthi kwesinye isikhathi zisuke zisokwa abantu abangakulungele. Ngithi noma ngabe ubani onolwazi lwalabantu abangagunyaziwe ukusoka izingane zethu, abikele amaphoyisa ngokukhulu ukushesha kungaze kulahleke imiphefumulo.

Bese futhi ngibonga kakhulu kubantu beSilo nangendlela abaziphathe ngayo kulama holidi njengoba zingekho izigameko ezitheni ezimbi ezibe khona. Sibonge-ke futhi nakumdali ngokuba nomusa ekutheni singabi nokhisimuzi onezinhlekele njengoba kuyaye kwenzeke kweminye iminyaka.

  • Thousands turn up to celebrate african heritage at provincial beads festival

     

    The township of eMbali in the Msunduzi Municipality was a hive of activity this weekend as thousands of people from across the Province took part in the annual Festival of Beads. This event, which was hosted on Saturday, 17 October, is spearheaded by the department of Cooperative Governance and Traditional Affairs (Cogta) under the leadership of MEC Nomusa Dube-Ncube, has benefited over 300 rural women who make the bead work that is displayed during the festival.

    According to Dube-Ncube this programme is part of her department’s efforts to support strong local economic development initiatives that are focused on uplifting the lives women in rural communities. “When we launched this programme in 2013 we understood that the rural women that make the bead work would get access to bigger markets as we see thousands of people turn up to be part of our main events where we showcase the bead work” said Dube-Ncube.

    This year’s event saw 5000 people taking part and winners walking away with R375 000 in cash prizes. These monies will be ploughed straight back into the co-operatives which the winners represent.

    The MEC for the Department of Art, Culture, Sports and Recreated who was also in attendance commended the participants who come from as far afield as Zululand to be part of the festivities and showcase their work.
